Go to a nearby park or paddock where there aren't any other people or animals. Tell your dog firmly that you want him to sit, then place your hand over his hind quarters and gently push him down into a sitting position, when it is down say sit and make a fuss of him by patting him, then give him a biscuit or what ever treats you have brought along to reward him with.

After you have gone through this procedure several times your dog will obey your order and sit, because he knows that by carrying out your orders he will get a treat and also because he can see that you are pleased with his efforts. Eventually your dog will comply with your commands automatically, and there will be no need to give him a reward.

Newborn puppies are really quiet chaste and need to be loved and taught how to behave. You can teach your dog from any age but young puppies are easier to train as the older a dog gets the less inclined he is to learn, so teaching him new commands is not easy.
